No, in both of my experiences, the agent just insisted a visa was required for China regardless and never heard of a TWOV program personally, meaning to her it didn’t exist
I had to stand my ground and insist the agents call their internal help desk to get guidance, which they did only grudgingly and in one case after I escalated to a supervisor.
It was all unnecessarily stressful for no reason given that Timatic was very clear about my eligibility.
