You seem to be also be confirming that a visitor can purchase these multiple times. Does each pass begin the moment it is exchanged or at the moment it is first used - presumably at a ticket barrier. Our own closest station Is on a Toei line and I don’t think these have the QR reading machines but I believe Azabu Juban station does, it’s just that it will be a slog to get there in August.
You scan the QR code or buy it in person if you are eligible, and you get the ticket which is valid for 6 months. Then once you use it the first time it is good for 24/48/72 hours from then. I haven't tried buying multiple tickets in person, but if you ask for 4 tickets and there are 3 family members standing nearby I suspect they'd ask to see their passports too.
I've redeemed them at a few Metro stations without any problem. In theory Toei should work too, but the one time I tried at Shinjuku 3-chome station it gave an error, and I don't know if it was a one time thing or you have to go see staff at Toei stations, but it worked at the Metro Shinjuku 3-chome station. You can definitely redeem several at once from QR codes at Azabu Juban or other Metro station (like Tokyo if you are coming from the airport) to use later in the trip.
