I have lived in Korea for over 5 years and been to Jeju a lot. Car rental is the only way to enjoy the island imo.
Jeju traffic has gotten horrible since the pandemic. It's still 1 lane each way in a lot of places but at least Koreans can travel abroad now. Even Koreans need to be mindful of rental car scams.
