, if you're departing on AA then standard oneworld rules apply, so anyone in business or with PLT or higher status on AA will have access (along with any other oneworld Sapphire or Emeralds departing on AA).
Yes this is essentially the same criteria as with Flagship Lounge access. As an EXP you will have no problem accessing this lounge.
If I had to guess, the decision not to allow AC members access was based purely on size constraints of the 3rd party lounge. AA allows AC member access at all other international outstations where AA uses partner and 3rd party lounges, so this is an outlier.
