If you need to contact aeroplan for urgent needs (for example 24 hour canx) you might want to try a workaround by calling Air canada general reservations and asking them to put you through to Aeroplan.

Somehow the call being transferred worked and i got in the queue. Still had to wait hours (per my post above) but thankfully i was able to get through.
