Have not had an issue logging in since it offers a phone call to my Canadian number to provide the 2FA code. However last night I applied for a second Capital One card, was approved but then asked to verify application through an SMS to my mobile number. As expected I did not receive the SMS to verify the new card. Called in and security team said only other option would be to have my photo ID verified - US state or federal ID only. Tried Canadian passport, did not work and my account got blocked! Tried again today calling in to another agent and all good, verified my identity (with Canadian passport) in a few minutes and card has been shipped! For receiving texts, I've also had luck with voip.ms receiving texts to Canadian numbers for a few different services where I was not receiving text to my regular number.
