Never use a VPN when paying online for that reason. So many people think they are adding additional 'security' by sitting behind a VPN, but all this does is confuse your IP location and, thus, refuses your card: end users then blame the IT behind it.
We have to deal with so people on live chat now who come online based in Belgium and they are actually a British customer in Leicester. And of course they can't pay online.
Lastly, make sure your card is registered with your bank for 3DSecure so you can verify the payment. Another issue we find with online payments is where a user submits their card but hasn't sorted 3DSecure so the bank can't text/email them to verify it's the real cardholder, so rejects the transaction, hence the 'this card can't be used' warning.
God forbid anyone try and purchase something when they are away from home!
