No expert, but 13 is superior for me in that the window seat has direct access to the aisle (stepping between the space behind the bulkhead and the back of 13J). 12K steps over the legs of 13J if 13J is in lie-flat....
With row 10, 10K will potentially need to step over 11J (10J has no-one step over you)
Do you prefer to (possibly) step over someone with their seat flat - pick row 10, or have someone (possibly) step over you, if you have your seat flat - pick row 13.
