EWR-SIN-KUL premium economy R fare. ~$1500 roundtrip

EWR-SIN no upgrades available.

SIN-KUL $166 to upgrade to business class.

Would I get priority baggage from EWR if I upgrade the SIN-KUL segment?

What about lounge access in SIN?
