It directly addresses it. You can't skip the step of being confirmed in PS. I even listed both going from paid PS to D1 And going from paid main/C+ to PS to D1.

You must be confirmed in PS to get on D1 waitlist. Exception is DoD, only if PS is full and everyone in PS waitlisted for D1 has cleared, then at gate, GA can clear directly
