This is not addressing the OP's problem ( which i run into too ): if the PS cabin is sold out you can't buy a PS ticket. If none of the PS pax is using a GUC for upgrading into D1 but they simply want to fly PS you can't use a GUC on that flight - even with plenty of seats in Business.
In that case you can't make it onto the upgrade list at all i guess (as you have to be confirmed into PS first )?
It directly addresses it. You can't skip the step of being confirmed in PS. I even listed both going from paid PS to D1 And going from paid main/C+ to PS to D1.
You must be confirmed in PS to get on D1 waitlist. Exception is DoD, only if PS is full and everyone in PS waitlisted for D1 has cleared,
then at gate, GA can clear directly
