You can not skip upgrading to PS and get placed directly on D1 waitlist. (Exception is at airport DoD)
This is not addressing the OP's problem ( which i run into too ): if the PS cabin is sold out you can't buy a PS ticket. If none of the PS pax is using a GUC for upgrading into D1 but they simply want to fly PS you can't use a GUC on that flight - even with plenty of seats in Business.
In that case you can't make it onto the upgrade list at all i guess (as you have to be confirmed into PS first )?
