Yes, airports get very confused about this. I had to argue in London about this when going with Ethiopian. Visitors will likely face even more confusion over the coming weeks from airport ground staff as the goal posts have moved AGAIN. As of 30 April, twenty eight nationalities get a visa exemption (which, in practice, still involves going onto the e-visa system, but less costly and less documents required. A bit like an ESTA for USA!)
