Anecdotally, their standard for what constitutes "targeting" seems to be fairly high (e.g. refrain from specifically advertising to users in China, and the net nannies probably won't care). That having been said, just because a specific commercial VPN is not on their "take down" list, doesn't mean it will work well in China. They need to be on top of changing technologies and make adequate infrastructure investments.
Most corporate VPNs use IPsec and the technology hasn't changed in 20 years. I have used that myself and it's been rock solid throughout my stay in China.
On the other hand the commercial VPN vendors have to switch technologies all the time because they're fight a cat-n-mouse game with the GFW.
