In my mind if PS is booked out and there were 8 open seats in D1, I should have cleared right away, but PS is actively blocking my path here. In future I'll be looking for non Premium Select flights if this continues to be the case. GUC's are becoming a real gamble.
Are you aware the rules changed last year?

If flight has PS cabin, to upgrade to D1 immediately you must purchase PS and there must be D1 upgrade inventory available.

If has PS cabin and ourchase main/C+, you can immediately upgrade to PS as long as a seat is available for sale in PS. You then are placed on a waitlist for D1 that will start clearing at T-24.

If flight has no PS cabin, you can upgrade to D1 immediately as long as there is D1 upgrade space available.

You can not skip upgrading to PS and get placed directly on D1 waitlist. (Exception is at airport DoD)
