Shortchecking baggage is possible, you just have to ask for it in BOS. There is a chance you may not get a co-operative agent in BOS, so you have ask a LH agent in MUC to offload you from the MUC-FRA flight and deliver your baggage to the belt. So there is a risk element to the entire operation.
