I don't consider Tokyo an expensive city (for food -- accommodation is another matter). Perhaps I'm immune to it after living in SF for so long.
For steak, are you talking about Oak Door? I decided to go there before it was raining and it was just convenient. I regret the decision. I paid far too much for a very average steak. My lunch there (a small steak and a small side of veggies, and a beer) was more expensive than my lunch at l'Atelier (and I ordered the full menu and I paid the supplemental charge for the Wagyu beef). I find that to be offensive. Oak Door also didn't have the steak that I ordered so they offered to give me a different one which was not on the menu (they were both Japanese steaks, from different regions or cities I guess) and then they charged me extra for the substitution (without telling me when they offered to substitute it). They also didn't cook it properly, and the portions were tiny and I was still hungry when I left. And they have the nerve to leave a spot for a tip on the bill, after charging a large service charge. That's essentially just an attempt to steal money from Americans who don't know any better. l'Atelier was cheaper, far far better, and more substantial.
In general I think the restaurants in GH are.overpriced because you can walk for a few minutes and get much better food at places that are just as nice, for less money.
If you want Japanese steak I would recommend asking the concierge for a reservation at Bifuteki in Roppongi. You are going to pay but at least the quality is worth the price.
But really, for steak, you are better off leaving Tokyo and going to Osaka, Kyoto, or Kobe.
