Btw. the Three HK SIM card is working very well without blocking anything in Mainland. But to use this card in Hongkong a Real Name Registration is necessary. They refused her passport twice during application, but even without this Registration the card works in Mainland.
The GFW only tries to block commercial VPNs targeted at individual users in China. It does not in general try to block corporate VPNs which usually uses different technologies.
