OK, in that case, it seems like UA managed to confuse itself with the upgrade. NZ should see the underlying fare and therefore should probably give two free bags. If not, try showing a printed copy of your receipt. And if they still won’t budge, I’d be prepared to pay it and then file a DOT complaint against UA.
I suspect the chances of getting a clearer answer from either UA or NZ prior to travel are probably slim. That said, since the first flight was NZ-coded from the start, it’s unambiguously NZ’s fare rules that apply, and NZ’s fare rules for PE to the US appear to be 2 free bags at 23 kg each. So I suspect you’ll be fine.
