Yes, travel agents are registered in the country they operate in. Their sales go through IATA's Billing Settlement Plan, in the currency/currencies that BSP uses. Their GDS is setup to be in the city their office is in. They are unlikely to have access to alternative PoS, unless they're a large agency with offices in other countries; but even then an office in one country probably wouldn't have access to a sister office's PoS.

I work for a US agency that has a UK subsidiary. I happen to have technical access to the UK POS, but I've never booked or sold anything there as I don't work for the UK arm, and I don't know their procedures. When I worked for BA, I had access to multiple PoS, mainly for business continuity purposes; if the UK call centres went offline, the calls would have been routed to the US and we would switch to the UK PoS - but for that purpose only. We weren't allowed to hunt for the best PoS to book in but then sell in USD; we just booked and sold whatever was available in the PoS we were meant to be in.
