I am unfortunately very familiar with the reduced frequency. We lost one day on the front end.

I agree, so more annoyed than concerned, at least for now.

What did the very first receipt say, before you upgraded? If that had a second-bag charge, then I suspect that the upgraded receipt was simply wrong — UA was applying the upgraded allowance to the entire flight, the way it would if you checked in with them, but NZ would have seen an economy ticket and probably given the economy allowance anyway. Per cfischer, NZ may have given the J allowance in this case — although based on that info, I’d suspect they still will. Nothing should have changed about the underlying fare.
The orginal receipt screenshot is the original receipt. The flight was confirmed in premium economy at ticketing, so I believe I was given the extra bag correctly. Looking back, I see that the second receipt which was generated the following day after the upgrade to Polaris occurred showed the $150NZD for second bag.

Did you check what this reservation looks like on the NZ side?
It was a NZ flight number from the start, actually. From the receipt at initial ticketing:

The baggage info section in NZ app just says, "refer to ticket"
