There's no exemption for the competition.
ONLY AC is subject to the Official Languages Act. When it was privatized, the Air Canada Public Participation Act required that AC remain subject to the OLA, as it had been when it was a Crown corporation. But this requirement has never been imposed on any other airline. WS, F8, etc are obligated to play safety announcements recorded in French, but have no requirement to provide service in French.
