Oh ya, this right does not exist there so he will just have to speak the language of the majority.
It is my experience that Quebeqois have no problem speaking English to visiting Americans (perhaps because they view them as economically valuable tourists); but have more of an issue when visiting Canadians don't speak to them in French. I would be curious to know from Canadians as to whether when Quebeqois travel to English-dominant areas of Canada (e.g., Ontario and west), do they expect to be interacted with in French? Or are they happy just to communicate in English?
