Yes. That’s QR avios pricing. A few years ago they doubled the avios requested for awards and almost double avios requested for upgrades. Then they went back to the original number of avios required for awards but didn’t change the upgrade requirements, leading to that crazy situation where upgrades might cost you same/more avios than awards.
Conclusion : don’t use avios for upgrades.
