There isn't some fundamental human right to receive service in your preferred language. It's a right created by legislation for the convenience of customers.
If people abuse this right, and it becomes a burden to companies (either financially or otherwise) then there will be pressure to modify it to prevent the abuse, and this will harm people who legitimately need to utilize it.
