You can have them send it to Canada but you run into some headaches... You may need to prove your address (possibly even asking you to come into a Chase bank in the US) and they may insist on calling you on a US (non-voip) cell phone. And you may get snail mail at your US address that you need to respond to. If you have an existing Chase account you can see mail in your account but if it's your first Chase card that can be a challenge. If it's convenient I definitely recommend applying when you're going to be in the US for the next month or two to keep things simpler.
First Chase credit card but I’ve had an account with them for a year, the proving my address would be the issue I guess since I changed everything back to my home in Vancouver. 25k free bags can wait I guess 😛
