In addition to searching for them on ExpertFlyer, you can do an advanced search on ITA Matrix and provide specific fare basis codes (IN600RDD and ZN600RDD in this case) and view fare rules that way. Although there would also have to be bucket availability in I and Z classes for flights for ITA to show them. At any rate, the R in the third to last letter indicates the refundability on this route (similar to the SEA-PVR fares upthread). In this case, they are refundable for both cancel and no-show and there are no fees for refund.
There are also some other slightly different fare filings on route such as IN600VDD. These can also be cancelled for refund prior to flight with no fee, but are not refundable in case of no-show.
