US passport card is not accepted by airlines for international travel. If they need to fly to Canada, easiest is to spend a C$7 (and no more than C$7) to get an ETA on the UK passport. They can also enter Canada by land with the US passport card. To fly into the US by air, a US passport is necessary. I've heard exception being made for US dual citizens abroad to apply for ESTA but presenting themselves as US citizens upon arrival, or USCBP preclearance allowing Americans in Canada to board with a passport card, and this would involve some extra time.
