Some of the available information re date when all 3 runways will be in operation is contradictory but it seems 2nd quarter of 2024 is probably the date. David may more up to date info re this .

This will not conclude the total of the overall development project with a huge shipping and entertainment concourse being built part on the reclaimed land at the back of the new 3rd runway. With several non passenger related less urgent programs still in process it seems unlikely that the total of these on going and yet to commence development programs will be finished before 2028 at best
The southern runway is also closest to the cargo terminal, which I assume will be mainly used by cargo flights. Have anyone heard that the southern runway is always the last resort for landing due to wind guts and etc?
