I take that provision as a more specific reference to the kind of phone that that are sold with a paid by minute/usage kind of setup.
Most post-paid plans now are billed "month in advance". You are paying for service of the next billing cycle on this month's bill.

In practice, it's likely going to depend on if the MVNO you use have the function to produce the documents the benefit administrator requires.

MVNOs such as Google Fi, Xfinitiy Mobile, Spectrum Mobile are likely going to be fine with their monthly billing and full-feature account management websites.
Their sites can provide monthly statements showing payment with the eligible card, device management pages showing the claimed cell phone model was linked to your cell phone account.

MVNOs such as Mint Mobile or Visible likely won't be eligible as you prepaid 3/6/12 months of service for their best pricing (Mint) or trouble getting documentations (Visible - it's all managed from their app).
