The problem here is that if you have two separate tickets, the unaffected ticket does not enjoy any special rights because one of the tickets is cancelled.
Say you buy a return to Rome. AY cancels one leg. You can now refund the whole ticket. Or move the dates.
But if you buy two one-ways and AY cancels one leg, the other one still remains. You have no right to cancel and refund it, or change the date.
