From my understanding you will need to pay for a shiny full eVisa not just the fees. That is quite expensive and does not make sense for a few transit hours (eVisa Price: SAR 535 (about USD 142.45) on the website). Even the visa on arrival does not look cheap at ~128$.
For the others who are planning to fly soon, can you report back if you had gone through the transit hotel booking and gotten a visa after that?
