think that the processing time effective as of your submission is the one that is in effect for your application, though it seems that in many cases they're having trouble hitting those times regardless. Others can weigh in here.
You mentioned your locator is 69. I suppose different locators have different processing times? Is 62 bad?
I have absolutely no idea. All I know (from the wiki) is that 69 is Portsmouth, NH, while 62 is Tucson.
