I applied online for the card over the weekend to take advantage of the 75,000 miles offer (I already have the Citi Executive Card and the Barclays Aviator Silver card). I received instant approval followed, five minutes later, by an alert from Chase Credit Journey that there was a new inquiry on my credit report. I am sure that the credit bureaus are aware that your mother applied for the card.
