I assume the restaurant being referred to is Kyoto Bistro where breakfast is served. It's a casual restaurant that serves lunch and dinner as well but I haven't tried it other than breakfast. With so many good places to eat in Japan, it didn't seem very appealing in terms of both food and ambiance. I did have a nice dinner at Yasaka (the teppanyaki restaurant) and drinks at the bar next door and I would recommend checking it out. This is the restaurant with the view and I enjoyed the food as well.
