I experience this with Hertz regularly as well... the website won't actually drop your rate if you try to modify reservation and it is cheaper. You have to cancel and rebook it new.

Never had an issue doing this... and in fact for one rental I think I had a dozen cancel/rebookings since it kept dropping every week.
