This should not be an issue with Hertz as long as you have free cancellation on your reservations.

You book a reservation. Hertz offers a lower rate. Book the lower rate first and then cancel the other reservation.

As for doing this too many times, that is assuming Hertz keeps lowering the rate, which is unlikely.
