Yeah that’s fair. But I would say that using language that “we received your request” or “we have noted your request” is unambiguous that they are not promising anything. “Accepting the request” to me implies an agreement to provide.
Every hotel uses different language when I submit these requests. Some say things like “we will make every effort to honor but can’t guarantee” (in which case I may decide to move the booking elsewhere). My most recent stay used the language “
We have made the necessary room assignments, notes and alerts in your reservation so we can ensure you have connecting rooms for your stay”. The latter is a clear example of where a property has unambiguously promised connecting rooms in advance. So it is certainly something some properties are willing/able to do.
