QR has very quietly bought back STPC as of a couple of weeks ago. You can check your eligibility and how to arrange here:

I originally saw this and had an online chat to check - the agent still insisted initially STPC was suspended, but on asking they please verify, the agent took a few minutes and came back with a confirmation my flight with a 10 hour layover was eligible. Because my flight was within the 72 hour window, I had to arrange it at the transfer desk at the airport which took a total of 5 minutes and I was on my way with hotel and transport voucher in hand..
