So basically - a leashed dog on Delta (or other U.S. airlines) is likely on the plane under the service animal policy (whether an observer would call it a “true” service animal or not). There could be a chance they are on under the general policy with lax enforcement, but this seems less likely especially given the size of some of the dogs.
BTW - the bulldog seemed to behave superbly on the flight.
