I can see why you would say it constituted a promise based on what you've been told by your ambassador, but I think there may be a disconnect between what the ambassador told you and what the hotel told your ambassador. I think the difference between your comparison (very reasonable) and my interpretation of what might have happened is the presence of a third party.
