No reason not to send your preferences ahead (assuming nothing unreasonable and not an outrageous amount of requests). If you use a high-end travel agent, they would (should) be doing that for you, so there is no reason you can't or shouldn't do it yourself if you've made your own booking. I don't think I'd expect hotels that aren't true luxury properties to be able to accommodate everything, though.
