I didn't mean either. I meant that "pre-approval" does not mean Chase will approve your application. It's a marketing come-on, not a commitment. Chase reviews all applications (pre-approved or not) at the time of application and may accept or reject them, with or without any questioning.
RNE, adding that in my case, I was immediately approved when I applied for a pre-approved card without any questions. YMMV. Good luck.
