Yes, you can du during the layover whatever you wish, also pass immigration and enter Turkey. No, TK does not handle visas. You have always to take care of visas on your own. There are some hotels nearby, which you could reach with a short taxi drive. Use one of the booking sites to check those. There is also a Radisson hotel in a nearby town.
