The fact they gave a nice suite to your GOH suggests to me that the hotel is generous with upgrades, just not available for your stay.
I agree with all this but the paid upgrade offer on the app is strange. Everything else seems totally normal. I would be a little upset if they were offering me a paid upgrade to a standard suite.
