There definitely is a population based large enough to support at least a few weekly 321xlr flights but who knows. MB Sask TBay area is around 2.5 million.
AC would know best if the former traffic was all organic YWG, or via connections. And SK and western ON traffic could be just as happy going through YYC or YYZ. Or be commercially better for them, especially if routing through YYZ allows for an increase in frequency, which makes US-YYZ-LHR more attractive to US residents.

It's more complicated than "enough" traffic.
