Will a 13.5"x20"x8" (8 may expand a bit) backpack fit in both the overhead bins and underseat in a CR9? We're in 2CD for an upcoming flight, if that matters.

Also, will that count as a personal item, so I can bring it plus a normal rolling suitcase on larger planes?
