I can't be too much help here. The CHM guarantee is a car anytime (even without a reservation). I've never tried without a reservation, but many times on short notice. You have to call and they will set it up for you. Gotta get the PC# from your account or maybe someone will share. If you log in, it should be shown somewhere.

I have this often, but probably in the 20-30% range; not near 90%. I'd not leave the agent until you get emailed a (correct) receipt from the agent. Last week, I returned the car after driving ~50 miles. I showed the agent the gas receipt and he said I was good. As I walked to the terminal, I noticed fuel was noted at G7 on the return, not G8/full. There was a long line at the counter so I emailed the station manager (after 3 horrible reviews due to similar issues at their site, he reached out personally). He had it fixed quickly, but it shouldn't have to be this hard to get charged properly!
