Same thing at SMF. This also applied to their signature/flagship cars like Shelby GT-H.
Hertz thinks you will either steal the car or use it to commit crimes (PHX and other major airports had internal Hertz employee theft rings, it's often their own doing, and combined with all the innocent renters who got arrested/jailed for 'stolen' cars, I really do wonder if there was cross-over between these two themes in the Hertz corporation). It seems silly Hertz would rather entrust their premium cars to even a random unknown from another country over whom they have less data/leverage vs a local American in the same city. However, I'm sure some bean counter ran their simulations and this is the business decision they made.
