No invitations to issue new cards doesn't seem to be the same as "program on hold". Existing Canadian Centurion cardholders still have their cards: https://www.flyertalk.com/forum/amer...centurion.html

Telling someone that they are "on the list" for Centurion seems to be a standard American Express strategy to drive spending on other cards.
