Not sure what you hope to gain by "taking a stand" with Amex... they have absolutely nothing to do with how the vouchers are used in the BA program. BA for their part pledge to make at least 4 club world seats available for redemption on every long haul flight, released at 355 days out. Whilst no one is pretending that it is always easy to grab 2 (or even one) of these, we're definitely not in "scam" territory here. The vouchers are awarded by Amex through spend and "fulfilled" by BA, according to quite clear terms and conditions. Their use is no more restricted than booking 2 "non voucher" redemption seats - and in fact, there is now MORE reward inventory released (in certain circumstances) when searching with an 241 award voucher.

I have never personally had much of an issue using vouchers unless my dates/routes have been inflexible and then I have had to do a bit of strategic planning to grab the seats I want. Luckily I tend to be quite flexible for my US holiday destinations and timings, which makes things easier.

If you decide that for your individual circumstances, preferences, priorities that the vouchers don't work for you, don't bother to attain them. If you do attain them, either try to be flexible in when, where and how you use them - or if flexibility is not your thing, be smart in getting the seats you want...which, I'm afraid to say, may take a bit of effort on your part (like most "good" things in life).
